Thinking that many voices united are stronger than scattered individual voices, these charter members founded the Virginia State Police Association over thirty years ago. In spite of resistance from their supervisors, these members forged ahead through rough times to build and support the fledgling association. They gathered at homes and offices to discuss and formulate their ideas and desires, and met with an attorney to discuss their rights and means of change within their Department.
On December 9, 1974 these members gathered in Charlottesville and at 8:49 p.m. they officially formed the Virginia State Police Association. On March 5, 1975 at 6:40 p.m. the Association held its second meeting in Roanoke, and on September 30, 1975 at 6:37 p.m., a third meeting was held in Richmond.
Since its inception, the Virginia State Police Association has become an honored and professional organization and is now providing services and benefits far exceeding all previous expectations.
“To be mutually helpful to one another” is still the primary purpose of the Virginia State Police Association – but today that is only part of the story. Helping members through scholarships, retirement grants and emergency relief funds is a prime focus – but the scope of giving has widened – to include the Department of State Police in general, and school and community programs across the Commonwealth.
Dedicated on March 9, 1990, the largest gift to the Department from the Association was the statue located outside the entrance to the Academy. A uniformed trooper, life-size and bronze, will stand forever in recognition of the law enforcement officers the statue is modeled after. To troopers past the statue is a tribute, to troopers present, it is an inspiration, and to troopers yet to come, it is a legacy.
The VSPA provides the Department with little bears that do a great deal of good in helping to dry young tears. Officers carry the Trooper Teddy bears in their patrol cars in case duty calls them to a scene where a child has been involved in an accident or has been traumatized in some way. The trooper gives the child a Trooper Teddy as a gift.
The Association’s goal of “being mutually helpful to one another” is realized through programs and benefits for its members. Since the scope of “helping” has widened to include schools and communities and youth-focused charities, the giving further fulfills the original motto of helping members of the Department. By projecting an image of professionalism, caring and support of programs and people in Virginia – the Virginia State Police Association provides members of the Department with additional reason to be proud of their positions.
Today more than 2,000 members of the Virginia State Police Association want to spread the word that Virginia State Troopers care about enforcing the law, but they also care about Virginians. When it comes to the Commonwealth, they are protecting and connecting.

Who are we?
The VSPA was founded in 1974 and is a non-governmental, private non-profit corporation comprised of active and retired members of the Department of State Police. We not only provide services to our membership and other law enforcement officers, we:
- Provide Trooper Teddy Bears to our troopers so they may comfort a traumatized child.
- Support drug and alcohol prevention programs in our schools, and other child-focused charities across our Commonwealth.
- Lobby for legislative changes, which promote safety for our children and people like you.
How can you help?
There are two ways you can show your support and help fund the VSPA and our many programs.
1. The Virginia State Police Association general fund Contributions to this fund help the Association operate. This fund provides Trooper Teddy Bears to troopers, scholarships to members’ children, lobbying efforts which are directed towards creating a safer environment for our citizens, helps fund our war on drugs and alcohol in our schools, and more. Donations to the general fund are not tax deductible.

2. The Virginia State Police Association Emergency Relief Fund
Contributions to this fund help the Association provide emergency relief to members of the Department of State Police and other law enforcement officers and their families who experience a personal crisis and have nowhere else to turn. Contributions to the Emergency Relief Fund are tax deductible.

CITIZEN APPRECIATION AWARDS
PURPOSE: To annually recognize outstanding acts of valor, courage and support rendered by citizens of the Commonwealth in assisting employees of the Virginia Department of State Police in the performance of their duties. Such activities may range from physically intervening to save the life of an officer to lending moral support to State Police employees in their day-to-day duties.

LEVELS OF RECOGNITION
GOLD AWARD: Presented to a citizen who, without regard to their own personal safety, has shown special valor by intervening to assist in a life threatening or potentially injurious situation to prevent further harm or injury to a State Police employee in the performance of their duty.
SILVER AWARD: Presented to a citizen who has provided special support in assisting a State Police employee in the normal performance of their duty.
CERTIFICATE OF MERIT: Presented to a citizen, business or organization who has consistently provided ongoing support of long duration to State Police employees or their families in ways to make their work or lives more enjoyable and pleasant.
METHOD OF NOMINATION
Any employee of the Department of State Police who has been the recipient of such assistance (since January 1, 1993) as described above or knows of instances where similar support has been rendered, will be encouraged to submit written nominations to the Virginia State Police Association. There is no limit to the number of nominations any one individual may submit. Nomination forms will be available in the VSPA Office.
SELECTION PROCEDURE
A panel chosen by the Virginia State Police Association Board of Directors will screen all applications and, after reviewing each instance in question, will make recommendations to the Board of Directors, who will make final determination on which awards are to be presented. There will be no limit on the awards that may be presented in any one category or in total in any given year.
AWARD PRESENTATION
Gold Awards will be presented to recipients at a special brunch or luncheon ceremony to be held in conjunction with the VSPA Annual Conference. Other awards presentations, where possible, will be made to recipients in their localities

Who are we?

Our Association is comprised of active and retired members of the Department of State Police. We are also an IRS 501 c 3 corporation which offers a tax deduction for those who support our efforts.
