When Mr. Huggins returned to the VSPA in April 2004 he commented, “The good Lord has blessed me with a number of wonderful and exciting opportunities,” said Huggins, formerly the president/general manager of OMNISEC International Investigations Inc. in Chantilly. He described his new position with the VSPA as a return to his roots. “I feel an affection and kinship toward the troopers. I enjoy being with them, being in their company and serving them.
