 Sergeant James E. Elmore was first elected to serve as First Division Association Representative in March 2004. He is assigned to Area Seven as a patrol sergeant.
James joined the Department of State Police in 1984 as a communications officer in Second Division. He became a trooper in 1986 and was assigned to Harrisonburg to serve his probation period. He graduated from the Academy in 1987 and was assigned to First Division, Area Six - Chesterfield County. In 2002, James was promoted to sergeant and was assigned to First Division, Area Seven. James and his wife, Laurie, were married in 1980. They have two daughters. Both girls have ties to important dates James has with the Department. His first daughter, Amanda, was born in February 1984. The day she came home from the hospital, the first phone call they received was the Department offering James the position of communications officer. His second daughter, Jami, was born in May 1987. James was in basic training at the academy
