I hope this letter finds you, your family, loved ones and all those close to you in good health. The disruption caused by the Covid-19 pandemic over the past 2 ½ years has been devastating. We have all been touched by the loss and sickness of family members, friends and our VSP family as a result of this deadly disease. Please keep them in your thoughts and prayers.
As I reported to you in a previous president’s message, we were forced to cancel the 2020 and 2021 annual conferences and our 2020 family picnic because of the restrictions of Covid19. Fortunately, last month we were able to have over 200 members and their families attend our 2021 picnic in Lynchburg where everyone enjoyed a great day of fun, relaxation and fellowship. We are now looking forward to our 2022 conference at the Great Wolf Lodge in Williamsburg the weekend of March 24, 2022. Also, at the time of this writing, both the Division VII and Division IV golf tournaments sponsored by the VSPA to benefit the emergency relief fund are scheduled to be held on September 13th and September 27th.
As most of you know the statewide and division representative elections for your board of directors will be conducted in March 2022. Included with this renewal package will be the “Declaration of Candidacy” form. If you are interested in running for a position on the 2022-2024 VSPA Board of Director this form must be completed and postmarked or delivered to the VSPA office by Friday, November 12th before 4:00 P.M. It is also important to note that you will need your web login and password for the VSPA website. (www.vspa.org). Your Web Logon is: «WebLogon» and your Web Password is «WebPassword». According to our bylaws the 2022 statewide VSPA election voting will be conducted on-line through our website. If you are unable to submit your vote on-line, you will need to contact the VSPA office and request a hard copy ballot to be able to register your vote during the 2022 statewide election. If you request a paper ballot, you must do so by February 15, 2022 to ensure appropriate turnaround time.
I will not go into a lot of detail concerning the actions of the 2021 General Assembly and Special Session because Wayne has kept you informed with what has transpired with his legislative updates. The 2021 Special Session concluded on August 10th and The House and Senate completed work on the budget by accepting the budget conference committee update. There were no changes to those sections of the budget concerning compensation for the VSP. As a reminder the budget included the following provisions:
• $20 million in the current fiscal year to provide funding for a $5000 bonus for all Virginia State Police Officers: Compression bonuses of 2% - 8%: recruitment and retention bonuses: and up to $2000 in relocation expenses upon graduation for the Basic School.
• A study will commence immediately to identify the causes of and solutions to eliminate pay compression. That study is being conducted by DHRM, JLARC and the VSP and the results are to be provided to the Governor and Chairs of the GA money committees by 10/15/21. An additional $20 million is provided in the next fiscal year to fund the recommendations of the aforementioned study committee.
• The exact methodology for the awarding of the compression, recruitment and retention bonuses is still not known, however as soon as it is announced we will inform you accordingly.
During the past few weeks the VSPA’s legislative efforts to address the Departments pay and compensation needs have continued with meetings with delegates and senators. Wayne has been joined by the Superintendent in many of these meetings and states that the Superintendent speaks passionately about the needs to address pay compression and to provide a pay structure that makes the Department of State Police competitive with other agencies in order to recruit and retain Troopers.
In closing, I would like to extend a sincere thank you to Wayne for his tireless efforts and many hours of hard work to promote the VSPA’s agenda with the 2021 General Assembly and Special Session. I would also like to thank your Board of Directors, Sandra and the office staff for putting in countless hours to keep your Association operating at near peak performance during these trying times. As your representatives, we will always join together to adhere to our common motto of “Always Being Mutually Helpful To One Another”.
